1969 Dodge Dart Swinger clean up

The patch for year hangers, did you cut out and patch or lay it over top? I'm curious if it will push the hanger fwd? Ever so slightly?
Looks good, helps with my motivation. I have same welder with gas, works pretty good. Well ever since Del repaired the circuit board lol.
