Replacing Ticking Hydraulic Lifters

Hi, working on sorting out a few issues on my recently rebuilt 360.

Primary concern is the lifters are ticking pretty good (in my opinion loud). My engine machinist is suggesting I replace and break in a new set of lifters given when I took the mopar performance lifters out of the box the plungers were stuck, I thought if I broke them loose and soaked them they would be ok but that doesn't seem to be the case.

I initially started with a 3/4 turn preload and now I'm up to 1 1/4 preload and the engine didn't much quieter. Can or should you add more preload?

I guess i'm partially venting and asking which hyd. lifters should I get? I hope I'm not asking a loaded question like which oil should I use...fingers crossed. I have searched and read good and bad about every lifter. Take that with a grain of salt.

What seems to have my attention at the moment are:
Huges 5001
Isky quiet lifters ISK-3912-A-HY
Crower cam savers 66031X3-16

I looked on Johnson's and Morels website but I didn't find a part number and I'm not really wanting to spend 3-400$ on hyd. lifters. But if they were a little more I could be ok with that.

75lbs oil pressure
crane adj rockers
smith Brothers solid pushrods
mopar performance cam and lifters part number: P4529959
