71 Demon hood scoop trim - underneath painted?

I tried multiple types of primer - self-etching included - and the results were the same: the silver paint peels right off. The undersides of mine will just stay polished except where the black is by the screw holes. That wasn't really polished and seems to hold paint. If you have better luck with paint sticking, please post!
