My understanding is that the blocks on race heads are offset to center the wipe from the rockers. Much like the shim kit that B3 makes, the blocks are adjusted to position the shaft on the Race W2. Econo heads would need the shims in the saddles and the holes still have to be bored off center in the shaft to accommodate the bolts.
