Is the area next to the yellow area; is there supposed to trim there?

The sales code is M21, so if that is not on your fender tag and / or broadcast sheet, no drip rail moldings.

It was an extra cost item.

My 1970 Valiant 4-door does not have it.
 
My 69 valiant 4 door doesn't have that trim either but it's a V100, very basic model with no options or trim
 
Some have it and others do not. This was an option on higher trim levels. If you found this drip rail moulding from another car, it could be installed on yours. (From another 4-door)
 
so it appears that is what it is! thank you. Any suggestions for how to get the 51 year old cracked, dried adhesive out of that gap before i put on new one?
 
No.

But drip rail moldings were an option without a vinyl top, or included with a vinyl top.

Drip rail moldings were also included in some 'appearance' group options at times depending on the car model and year.
