I agree I think it can be done also though if one were to score a good running 68-71 340 "core"within budget they are already there hypothetically. I guess the 318 guy has his work cutout where the 340 guy may just have to lay a set of bearings and rings and a hone down. Hypotheticallly speaking for the challenge, 340 guy has to run his engine for three or so dyno pulls then get it home and tear it down and rebuild because tat that point the 3 grad cap is over. 318 guy is doing this and doing that, buying parts, heads, cam I don't think stock ported 318 heads will do it. (320 HP)well they didn't with that UTG Lunar outlaw engine dyno pull.
