Key in start, NSS grounded, the electromagnetic field closes the switch from the Battery to the Solenoid.
I really don't think the connection in the relay can be anything by open or closed. Not sure its possible to have a weak connection due to low current from the key switch o poor ground, but I guess it depends on how its built.
