Maybe load related? Rings always seat quickly with lots of load. WOT pulls on a dyno or burnouts always work great.

Aircraft fly at high load and duty cycles. Specific breakin proceedure in the manual. Generally they look to cyl head temds and oil temp to know when the rings are bedded in. Especially the oil.temp drops.
