I have no idea about other states but I do know if EMT, or other agencies just happen to enter a house in that condition were alive they can call social services.
Thats exactly what happened to my fathers cousin who has some personality issues and is and always was a slob. She had to get a attorney, go to court and from what I understand got help to clean up her house
My close friend is similar but no alcohol involved, to look at his home from the outside you'd never know
He had a good job before he retired and is highly skilled, he dress's in clean clothes, you would never know what the inside of his house looks like but its a disaster
About 30 years ago he finally did a renovation on his home, exterior walls, foundation had to be replaced, interior walls were sheet rocked. A new kitchen was installed. The home had one big vent in the floor for heat from a converted coal hot air furnace, I ripped that out and myself put in two zone hot water baseboard, I also did the roughing for a first floor bath room and relocated the hot water heater from the old kitchen to the baseboard
He never finished the house inside, left walls open. There was a few boards of sheetrock in the hall and up to 2019 they were still in the same spot
The house was a wreck inside, he kept every piece of junk mail delivered for the last 30 years. The living room was floor to high with junk, there was a little path to a single chair and card table. The kitchen stove was inoperable and rusted out. The countertop and kitchen table had three feet high of everything possible.
However the worst was the bathroom, I went into there to take a leak and I looked inside the tub enclosure. The tub and tiles were had mold covering 2/3 of that area, black nasty mold. I came out and asked him if he was taking a shower in there and he told me yes. I ripped him a new asshole, I told him if EMT, fire or police every entered this house he'd be in trouble. I thought to clean the bathroom myself as he is partially disabled but my wife flipped out and said no way
The bathroom was to far gone, it was so dirty he had it gutted and a new bathroom installed, he had the kitchen gutted and a new custom kitchen put in.....He got three woman who used face masks and TVet suits to empty and clean the living room, the mice dirt was everywhere. The exterior walls were put up. The living room is still not painted, floors not covered and he is starting to hoard little by little. The old refrigerator is still in the living room unpluged and he tells me he is calling someone to remove it but thats been two years now, doesnt want me to do it........The kitchen is cluttered but not to bad, never got a kitchen set , still using a folding table
His bedroom is a nightmare, second floor still full of trash although I did remove a lot of junk
These people have issues and need constant help and support. They can and often are difficult to deal with and resent your efforts to help them.
I try and encourage and offer to help but honestly im close to done, I've got more than enough on my plate taking care of my wife, my own house is spotless, my wife has OCD and as much as we joke about it she really is fanatical in that nothing, not a piece of paper is out of place, so I see the direct opposite of the spectrum.
