You ain't building it much taller than your fence and if 10x10 was your max available then that will be it. If they noticed an expired registration on a vehicle then yep, you're already in their sights. You got an antique car? Well the hood better not be up for longer than an hour while in the driveway. By the way, it's not just the HOA. It's neighbors dialing them up. In 2004 and a bit later when the housing market crashed folks lost homes in HOA's by the hour. Those empty homes had grass 3 feet high after a time while the HOA would nitpick about a blade of grass growing between the cement driveways of inhabited homes which regularly received threatening letters of monetary penalties. They blamed the Banks that foreclosed on the empty homes for the unsightly tall grass....
