My wife has worked in Detox, she's also worked as drug/alcohol counselor. To me I can see them giving doses while in a treatment in patient setting, think it's called syboxyn or something like that. But to just keep them high on something less dangerous than they might be taking, but they are still on the street, not in treatment, makes no sense.
