I swapped in a spare VR, didn’t make a difference.

I’m absolutely sure the VR is grounded. I have it mounted with three bolts, star washers, paint removed, tested with the voltmeter.

I guess it’s possible my spare VR is also malfunctioning.

Any more tests I can do?
