Carburetor Recommendation

(leaking fuel around bowl) Leaking around gasket at top of bowl, fuel level too high,or needle and seat gasket loose. Or is the bowl cracked. First two very easy to fix. Please explain. The fuel line between fuel filter and carb probably has internal rust. A flake of rust could break away and get lodged in the needle and seat preventing proper sealing, thus high fuel level and weeping at gasket line.
