I see water as a natural resource like any other. If an area has more of it than needed, they should be able to sell or trade for other resources they have less of. Problem is someone gets greedy. Profit outweigh intelligence. And before you know it, the area that had extra is in a drought, people receiving it are overcharged, and someone in the middle got rich. :BangHead:
