not sure how you are figuring that. Short first gear will hit the tire harder( might be good, might be bad depending on the chassis) but it also lengthens other gears, doesn’t it?
3.23 is a tall gear, period, nothing about first gear is gonna change that
Putting a low gear set in a 904 helps some cars too… but the spread can also be detrimental to others
It’s always a tradeoff

I may have not been super clear, sorry. I currently have 3.23 gears, and 3.09 gear transmission. I am swapping in my 2.66 first gear transmission and 3.73 gears. First gear currently is almost equivalent to the 3.73 gears, but yes, gear spread is wider. This is not an od trans by the way, it is a 3.09 first, 1:1 4th transmission.
