Here's my disclaimer - I could be oh-so-wrong so if someone smarter than me (which is everybody) weighs in listen to them not me. But that Red Ryder is intended to look like a saddle ring carbine, like a Winchester 1894. The idea was that mounted troops could hook that leather loop around the saddle horn for quick access. Nowadays I'd call that a cosmetic thing. But I do like it!
Well that makes perfect sense, I had not even thought about that! Good catch!
