Kinda like takin' off undercoating. Chip off what you can. Gas, solvent, turpentine, paint thinner will dissolve it even WD40. Getting it out of the pores of the concrete? I doubt it. We had some stuff called Citri Solv plant based stuff, doesn't smell as bad as solvents. Probly be hard to find.
