Rear quarter support brackets?

Go back to the 3rd pic in post 2.............The 6 vertical welds (3 on each side of the hole) is where the cross member gets welded to the frame rails. Looking to the left of those welds, is another 3 vertical welds. That is where the short extension gets attached to the cross member and goes to the quarter.
