Each bank of hydraulic lifters are fed by 2 different runs. Maybe one of the runs did not get cleaned out very well during the last rebuild.

Driver's side run has a plug in the back of it that needs to come out for cleaning, and then put back in again.

Different oil pressure in these 2 runs could affect how far the lifters pump up on each bank.

See what you have for overall oil pressure, that would be a good start.
