Pulled off like an old bandaid. A lot of debris underneath as it was loose.

I'd cut it out to the yellow just to get rid of the cancer. slap a new section in and you can over lap it from the back side I think would be best just put some coating on the back over lapping metal to seal it up after your done welding.
