The mixture screws being nearly 'all in' is usually an indication that the pri blades are open too far, & you are getting a lot of fuel from the T slot. When this happens [ blades open too far ], the mixture screws have little effect because the T slot is supplying the fuel for idling.
You should try MORE timing at idle [ possibly up to 35* ],
not less. This will allow the blades to be closed more because the engine makes more HP with the extra timing; this extra hp increases idle rpm, allowing ther blades to be closed further. Bypass air may still be reqd. [ A most misunderstood topic; see the link below....]
