This guy is a con artist. His past partner who seems a stand up guy has told you as much.

Think about how much money you have tied up in the whole project . If receivers take possession of the business, you could stand to lose the car or any non-serialized / un-documented parts of it , including doors ,fenders ,hood, trunk lid, etc..

You have gotten some of your moneys worth, write off the rest as a lesson learned and move on.
