1965 dart gt spring question

The shackles measure 4 inches long, the bushings in the shackles are shot for sure, but even with the suspension completely compressed I still could not get it to at least a 90 degree angle. As far as the measurements go ss springs had the same measurements as stock with more arch which would explain the shortcoming.
