Carb will not adjust

I know you say you don't have a vacuumed leak but your symptoms screen vacuum leak.

Might be inside the manifold to the oil gallery

Remove the PVC valve and plug the hole. Check the oil filler and see if the block gets pressurized or pulls a vacuum
