Pretty sure you have to pay a subscription for fast charge .. and yes, they (Tesla) root around in your car's systems when you plug in. I've read that if they detect that the car has been modified, it will not allow it to charge.
I figure it ought to be like a cell phone... even if you don't have a service provider, you can still call 9-1-1....
