Try this. It worked awesome on my BFG A/T tires in the mid 80’s.

Have a bottle, didn’t work. Also tried Comet and an aggressive scrub brush. I noticed the brown color when I picked up the car from tire store but just figured they forgot to clean them. The letters were just stained from the factory, I guess.
