Sure, as long as body roll isn’t a thing. Or sidewalk flex. Or suspension flex.

So no, not even theoretically. Because even theory can calculate how much the sidewall will flex.

Realistically you need a 1/2” for clearance on the quarter side, and not much less than 3/8” on the spring side unless you’re running really low profile tires.
fair, granted you can probably get another 3/4" by trimming or rolling the quarter panel lip (it's over an inch wide on my car)....run some 20's with 3" sidewalls and an IRS that won't have the side-side flex of leaf springs on shackles then maybe as well....

and if he's only going 1/4 mile at a time in a straight line, I'm guessing you can get away with less clearance as well, since you typically don't have to give as much clearance for lateral movement...
