Restoring VIN tag

Way back in the mid 90s I had a '73 Duster. After cleaning the windshield one day with what I think was Windex window cleaner, I was cleaning the dash panel, and the paint started flaking off the VIN tag. I kept cleaning it and I soon had a shiny chrome VIN tag! Well not chrome but clean shiny metal. I've never seen any other VIN tags where the paint just came off like that.
