Finally!
Pulled the switch off and then pulled the white round gear. The grease is pretty degraded but it doesn't seem hard enough to stop the round gear or the worm gear coming from the motor from turning. Guessing the problem is in the motor. (67 two speed unit)
Since the wiper motor didn't work when bench tested I figured I would see what I could figure out before I give up and send it out for a fix.
