That would indicate there is significant resistance in the circuit not related to the alternator output connection at bulkhead.

The direct wire to the battery removes the ammeter from the flow to the battery. If done correctly it will no longer indicate charging.
Be aware that the direct wire also a direct path for battery shorts.
i figured out what was causing the high voltage, i had a defective voltage regulator i had bought a cheap 1 from autozone, found out how poor quality they are, it would vary anywhere from 13-15.1V it freaked out when i was driving the other day and tried sending 17V again so i quickly pulled over and shut it off but it had already fried that alternator, thankfully i got a lifetime warranty on that, i bought a mopar performance voltage regulator it was about 4 times as much but it has dropped the voltage down to 13.5 steady, ive only seen it range from 13-14.0V now, i also sanded off the paint on the back of the regulator and the area where it bolts and im going to add a ground strap from the back of the block to the voltage regulator bolt
