Water in oil after rebuild - looking for guidance

I haven’t assembled a small block in years but do the intake bolts on the ends next to the water crossing pass into the valley to perhaps allow water to mix with oil?
You put sealer on the intake threads?

This of course happens do to a gasket not sealing.
