That is not what I am talking about. I was talking about my neighborhood, and how water runs downhill. That is a natural thing. I agree with the fact that you cannot deliberately point water sources (extended downspouts, etc.) at your neighbors. I am just talking about a neighborhood where water runs downhill and there is nothing you can do about that. Now if you want to build a brand new residential development and require everybody to put in retaining walls, sump pumps and other types of water movement techniques to keep water from running from your yard into the neighbor's yard, that is fine. But you cannot come into an older established neighborhood and force people to spend a fortune to keep water from running downhill.
I agree, the op was putting his or God's snow on his neighbors property.
I had a neighbor that shoveled his dogs **** into my backyard.
Imagine that confrontation.
