If it involved shipping, it's mail fraud. Even if he/they didn't get prison time, the fines would probably hurt badly, never mind the restitution.
If everyone that's been ripped off, or at least enough of 'em, report this fella to his local authorities, including the post office, he could well face federal charges. They might not listen to one person, but if they've got a couple of dozen complaints they're going to start looking.
Reporting him to the authorities where he lives/works is key... there might be 200 complaints about him to authorities, but if they're all in different jurisdictions none of those individual departments will know the extent of his activities.
