You might want to try to source some Lignin sulfonate, (a byproduct of the lumber industry). I've used it to pelletize gypsum and lime and to use as a dust suppressant on roads. It doesn't cancer metal, crusts over well, not a noxious smell and is water soluble. After a rain it can be reworked and packed in but a gully washer can wash it away.
