You have options.

1) Stack washers under retainer, measure washers with dial caliper or micrometer.

2) make a spacer of known length out of pipe and use valve spring shims to fine tune the measurement

3) Use a ruler or yard stick

It's not a space ship.

I have a better idea, how about simply making a gauge the exact length the height You want, for what Rusty's doing too tight is just right, & amount of shim if needed will be a direct feeler gauge measurement.
