What's with the two holes in these distributor tags?

Hi All: I know this is pretty minor, but I'm curious about the holes in these distributor tags. Both distributors that I have for my slant six (October of 1973 build) 1974 Duster have these two holes that you see in the photos. The part numbers on these distributors are correct for a California emissions, and for a non-California emissions car. Both aluminum tags have two holes: One in roughly the top center, the other offset to the left (see photos). The holes offset to the left appear roughly drilled and have a ring around the holes as well. Does anyone know why there would be two holes in a tag fastened to the distributor with only one screw? And why does the other hole look so poorly drilled? I have no reason to believe that a previous owner put the extra holes in the tags. Ideas, anyone?
