Choke Horn Removal

Everything I've read about converting to blow through, the very first thing listed to do is mill the choke horn off. Why is this necessary? I could understand it might pick a few CFM without it, but does it HAVE to be done? I get removing the choke and plugging the linkage hole. But can the choke horn remain?
Assuming this a 2bbl. I don't know about forced induction but, NA these usually are worth some power on the dyno. When a holley 2bbl. is tested on my flowbench with an aircleaner housing and the flow hat they will pick up some cfm. Most of the time you will have to jet up a little with this.

Edit: On second thought this probably won't fit with a conventional blow through hat.
