The A-833 had large gears and as the temperature got colder below 40 degrees it was harder to shift the gears.
Mopar made that recommendation in multiple places, attached is a lift from the 1970 Plymouth Service Manual.
But in Southern California, where the temperature typically stays above 50 degrees 80/90W or 140W GL4 gear oil works just fine..
