That is probably because of the demographic of where you live. The public won't tolerate it and law enforcement and justice system reflect that.
Certain parts of the country are ran by people that in a roundabout way, make excuses for bad behavior and even IF there are laws in place, they don't prosecute the people that commit certain crimes. It is horribly misguided and only encourages MORE bad behavior.
