73 Dart Sport hood with cutouts for factory hood scoop.

To do the holes for the studs Its easy. Find the holes in the inner panel for the scoop. Then with no special tools needed , Find a 3/8 drive deep socket in your set that fits the holes. Put it in with the square 3/8 part against the hood.

Take anything 3/8 round and grind a point on it. Put it through the socket and tap lightly.

This will put small dents in the hood that can be seen from the top of the hood, Now center punch them down and drill with a drill a little bigger bit then the size of the scoop studs. I used 3/16

Lay the scoop on those holes , The other remaining studs will scratch/mark their location to be drilled. Center punch and drill those holes, Now drill all the holes 13/32 or 7/16 if that is all your set has, Your done ..

I have used a 3/8 bit and found the scoop to get stuck and hard to install and remove due to the threads on the studs getting caught on the hole edge.
I use this method for all scoop placement on every hood that has the inner holes for Snorkel and twin scoops. You don't need one of those paper patterns . They can end up screwing you up.
