Heat the sides of the pitman arm under the bolt head, but don't get carried away. As long as you don't over heat the area or blast flame directly onto the seal it should be fine. Don't heat the threaded shaft itself, per se, rather just the pitman arm around the splines. Then tighten up your puller.
