They’re welded on both sides of the crossmember, in the front and in the back. I’m not sure exactly how it was done, the front welds are usually much cleaner than the ones on the backside. But both sides are welded around the entire circumference, or were supposed to be with the usual wide variation in quality.
If your goal is to remove them, I’d cut around them entirely. It will be much easier than trying to grind the welds to free just the anchors. Draw the shape you want to cut out on the crossmember and then use a cut off wheel.
