Go with a return style regulator and run a return line to the tank if you want it to work the best. The 12-803 Holley regulator that comes with the blue pump is only rated at 9 psi max which is way under the rating of 14 psi that the blue pump puts out. If you ask me that's a screw up by Holley. I've had touble getting them to work right because the pump over powers them.
You need it close to the carb. As close as you can get it will work the best. Then adjust it for 6-7 psi. Then set your float levels like Dodgefreak said. Like he also said that's a real big cam. Meaning it won't have much idle vacuum and if the carb your running is stock it may have a power valve rated at 6.5 inches of vacuum which with the cam your running you'll never get and that'll make it run rich. You need a smaller power valve. Probably about a 3.5 inch.
