Vinyl still used to cover Neon or similar seats?? An upholsery shop can make vinyl covers for you.

Newer seats are usually cloth or leather, not vinyl. To get a Neon seat (for example) to match the rest of the vinyl interior (stitching/pattern) an upholstery shop will be probably your only option.
