They dont have to have the entire perimeter welded, but do weld them in. No need to put 16 more holes in your floor pan and have 16 rivets sticking out underneath. Rivets will loosen over time and allow the outside in.
Also you only need plates on the inner sets of holes. The outers are supported by the brace already in place under the outer edges of the floor pan.
