Accelerator Pedal keeper spring?

I'm refinishing my floors and installing a new carpet. I loosened the accelerator pedal at the base, removing the bolt and two nuts at the bottom. I noticed a funky little spring/keeper which slid down the connecting rod. I can't seem to figure out how and where to re-install it. Any help appreciated.
