Question About Timing

This is Terry's wife...Terry is in the garage teaching the car new words because he can't get the timing set on the barracuda. The timing mark jumps around. Any ideas I can suggest to him? Pretty much everything is new on the car...so it isn't as if the timing chain is stretched or anything. Is it a problem with the vacuum? Can something else be the problem? It has electronic ignition btw.
