mid 70's 360 harmonic balancers

Do the harmonic balancers play into the balancing of the mid 70's 360's, I realize the 318 and 340's are internaly balanced and the 360 is externaly balanced via the flywheel but what I don't know is if the harmonic balancer weighs into that equation or not. Is the balancer for the 360 also an external source of balancing for the 360 like the flywheel is? Anybody know???
