Carter 1 barrel carb leak in 64 valiant any ideas??

Hey thanks, that's what happening gas coming right out the top at the bowl vent valve. Car sat for a while, carb was rebuilt but I it has old gas maybe causing the float or plunger to stick. Going to remove the carb and clean it up. Is there any kind of seal at the top of the vent bowl valve? I have a small washer at the top and when you lift it you can see the spring. Does the plunger come up and seal this hole (vent bowl vent)? Just want to make sure I'm not missing any parts.
