Howdy, from central Texas. I would gladly trade you some of our 105 degree dry weather for some of that rain you keep talking about. As for the silicone, you'll never know the reason for it until you get a chance to remove the windows to see what's going on underneath the seals.

My son and I just pulled the windshield from his '74 Duster to search for a leak. The previous owner used absolutely no sealant under the rubber seal. No wonder it leaks. My suggestion... don't fight it. If you are putting that much effort into sanding and priming, do it right and install the windows correctly.
